South Eastern Water Conservation and Drainage Board 2020


Elections for the South Eastern Water Conservation and Drainage Board (the Board) are held every four years. The Board has one member for each of the following electoral zones - Central Electoral Zone, Northern Electoral Zone and Southern Electoral Zone.

The role of the Board is to provide an effective system of managing surface water of the non-urban lands in the South East, by conserving, draining, altering the flow of, or utilising that water in any manner.

Close of roll

The roll is the list of persons who are eligible to vote in the elections and will be sent a postal ballot. The roll is managed by the Board.

To be included on the voters roll the correct form must be lodged with the Board by 5pm, Monday 1 June 2020.

As the elections will be conducted by postal ballot, persons eligible to vote are also encouraged to inform the Board of any change to their postal address details prior to the closing date for the voters roll.

The following persons are entitled to be enrolled on the voters roll for an electoral zone:

(a) a natural person who is the sole owner or occupier of more than 10 hectares of land in the zone.
(b) a body corporate that is the sole owner or occupier of more than 10 hectares
(c) a group of persons (consisting of natural persons, bodies corporate or partly natural persons and partly bodies corporate)—
     (i) who are joint owners, owners in common or joint occupiers of more than 10 hectares of land in the zone; and
     (ii) at least one of whom is not enrolled on the roll for the zone under paragraph (a) or (b).

Nominating

Nominations are invited to fill the vacancy of one landholder Board Member for each of the following three electoral zones:

Central Electoral Zone
The Hundreds of Neville, Wells, Duffield, Landseer, Peacock, Marcollat, Glen Roy, Lacepede, Murrabinna, Minecrow, Woolumbool, Lochaber, Hynam, Binnum, Mount Benson, Bowaka, Townsend, Joyce, Spence, Naracoorte, Jessie, Conmurra, Robertson, Joanna, Fox and Coles. 

Northern Electoral Zone
The Hundreds of Glyde, Field, Colebatch, Richards, Coombe, Archibald, Makin, McCallum, Shaugh, Santo, Messent, McNamara, Laffer, Stirling, Pendleton, Cannawigara, Senior, Petherick, Willalooka, Wirrega, Tatiara, Parsons, Beeamma and Geegeela.

Southern Electoral Zone 
The Hundreds of Waterhouse, Ross, Bray, Smith, Killanoola, Comaum, Lake George, Symon, Kennion, Short, Monbulla, Penola, Rivoli Bay, Mount Muirhead, Riddoch, Grey, Nangwarry, Mayurra, Hindmarsh, Young, Mingbool, Benara, Blanche, Kongorong, Gambier, MacDonnell and Caroline.

Who can nominate

A person eligible to nominate and vote in the election must be a landholder of more than 10 hectares of land in one of the defined electoral zones and must be included on the voters roll as at the closing date of 5pm, Monday 1 June 2020.

A body corporate or a group that is entitled to be enrolled on the voters roll may, by notice in writing to the Board, nominate a natural person to act on its behalf or may cancel any such nomination previously made and make a fresh nomination in its place.

In the case of a group of natural persons that is on the voters roll and no nomination is made, then the member of the group whose name is listed first on the voters roll will be taken to be the nominated agent.

A person cannot be a candidate for more than one electoral zone.

When and how to nominate

Nominations may be made at any time from Monday 1 June 2020 and must be received by Electoral Commission SA no later than 12 noon, Monday 22 June 2020.

To submit your nomination form electronically, you must:

1. Download and print the correct form.

2. Complete the form.

3. Scan the form and email it to ecsa.elections@sa.gov.au

Paper nomination form

If you would prefer a  paper copy of a nomination form, you can obtain a form from Electoral Commission SA or the South Eastern Water Conservation and Drainage Board (either collected in person or sent to you via post). To obtain a paper nomination form please contact:

To submit your nomination form via post, you must:

1. Complete the form.

2. Mail it to the following address:

Note: if you plan to return your form via post please make sure you allow for sufficient time for it to arrive in Adelaide – we recommend at least four days. Late nominations cannot be accepted.

When completing your form, please remember that the form must:

  • Be signed by three persons eligible to vote in the election.
  • Contain a statement signed by the nominated candidate that he/she consents to the nomination.
  • Contain a declaration signed by the candidate certifying that he/she is qualified to be elected.

Candidates may attach a profile of not more than 250 words and an optional photograph in support of their nomination. Any profile and photograph must be lodged with the nomination.
