I managed my own Landscaping and Construction business for over 40 years chiefly on residential properties managing council applications and dealing with architects and builders. In recent years I focussed on designing and building playgrounds for Early Learning Centres and Primary Schools. Recently I worked with Uniting Communities to build a play area at a facility where Indigenous people come from country areas to the city for medical treatment. My wife and I have been involved with various charities and are regular volunteers and we look forward to becoming more involved in our local community.

Acts and Regulations
The rules that govern council elections are set out in:
The Acts and Regulations should be read in conjunction with the Local Government Act 1999.
Candidate eligibility and ineligibility
You are eligible to be a candidate for election as a member of a council if you are:
- an Australian citizen
- at the time the electoral roll closes:
- enrolled in the council area you are contesting, or
- the nominee of a body corporate or a group that has its name on the voters roll for the council area
- left off the voters roll for the council area in error.
You are not eligible to be a candidate for election as a member of a council if you are:
- a member of an Australian Parliament; or
- an undischarged bankrupt or receiving the benefit of a law for the relief of insolvent debtors; or
- have been sentenced to imprisonment and are, or could on the happening of some contingency become, liable to serve the sentence or the remainder of the sentence; or
- are an employee of the council; or
- are disqualified from election by court order under the Local Government Act 1999.
You are not eligible to be a candidate for election as a member of a council if you:
- in the case of a supplementary election - are a member of another council; or
- in the case of any election - are a candidate for election as a member of another council

A person who is a candidate for election to an office of a council must lodge the following returns with the Electoral Commissioner:
CAMPAIGN DONATIONS RETURN
Candidates must lodge a campaign donations return with the Electoral Commissioner.
Candidates must lodge 2 returns:
For a supplementary election:
- the first campaign donation return must be lodged with the returning officer in the period between 8 to 14 days after the close of nominations
- the second campaign donation return must be lodged within 30 days after the conclusion of the election.
The return must disclose:
- the total amount or value of all gifts received during the disclosure period
- the number of people who made those gifts
- the amount or value of each gift
- the date on which each gift was made
- details of persons and organisations (donors) providing those gifts.
The campaign donations return need not set out any details in respect of:
- a private gift made to the candidate
- a gift with an amount or value less than $500
- a gift already disclosed in a large gift return
If a candidate is not required to provide any details in a return, the campaign donations return must still be lodged and include a statement to the effect that no gifts of a kind required to be disclosed were received.
LARGE GIFTS RETURN
All candidates must lodge a large gifts return if they receive a gift or gifts from a donor in excess of $2,500.
The Acts prescribe different times that the large gifts return must be lodged, but during the election year, a large gift return must be lodged within 5 days of receipt of the large gift.
The return must disclose:
- the amount or value of each gift received
- details of persons and organisations (donors) providing those gifts
- the date on which each gift was made.
Two or more gifts (excluding private gifts) made by the same person to a candidate during the disclosure period are to be treated as one gift.
A large gifts return need not set out any details in respect of a private gift made to the candidate. A gift to a candidate is a private gift if it is made in a private capacity to the candidate for their personal use and the candidate has not used, and will not use, the gift solely or substantially for a purpose related to the election.

Offences
See section 85 of the Local Government (Elections) Act 1999. It is an offence to fail to lodge a return within time, to lodge a return containing false or misleading information, or to supply information that is false or misleading to another person for a return. The maximum penalty is $10,000.
Public inspection of returns
The Electoral Commissioner is required to publish all returns within prescribed times on a website maintained by the returning officer.
Records
See section 89 of the Local Government (Elections) Act 1999. A person must take reasonable steps to retain all records relevant to a return and keep these for at least 4 years after the date of which the relevant return is required to be lodged. The maximum penalty is $5,000.

What returns do I have to lodge?
- 2 campaign donation returns – whenever a gift (or multiple gifts from the same donor) is received that totals $500 or more
- Large gift return - whenever a gift (or multiple gifts from the same donor) is received that totals $2,501 or more.

Copies of the disclosure returns for lodgement by candidates are available in the candidate portal under disclosure returns. Each completed return can be lodged on the portal during the allotted time that they are due; these dates are shown in the portal. Is there a difference between 'gift' or 'donation?'
The Act refers to a ‘gift’, but it effectively means the same as a ‘donation’.
A gift is defined in the Local Government (Elections) Act 1999 (LGEA) as:
- a disposition of property
- made by a person to another person (otherwise than by will)
- without consideration in money or money’s worth or with inadequate consideration; and
- includes the provision of a service (other than volunteer labour) for no consideration or inadequate consideration.
By way of example, if a person gives money to a candidate (without getting anything in return), donates goods or services, or supplies a good or service to a candidate for less than the market or commercial rate, this may constitute a gift.
What is a 'disposition of property?'
A ‘disposition of property’ means a conveyance, transfer, assignment, settlement, delivery, payment or other alienation of property, and includes:
- the allotment of shares in a company; and
- the creation of a trust in property; and
- the grant or creation of a lease, mortgage, charge, servitude, licence, power or partnership or any interest in property; and
- the release, discharge, surrender, forfeiture or abandonment, at law or in equity, of a debt, contract or chose in action or any interest in property; and
- the exercise by a person of a general power of appointment of property in favour of another person; and
- a transaction entered into by a person with intent thereby to diminish, directly or indirectly, the value of the person's own property and to increase the value of the property of another person.
What do I have to disclose in a campaign donation return?
The form of return will be provided in the candidate portal with fillable fields to complete, including:
- the total amount or value of all gifts with an amount or value of $500 or more received by the candidate during the disclosure period
- the number of persons who made the gifts
- the amount or value of each gift
- the date on which gift was made
- the name and address of the person making the gift (or if a trust or incorporated association – the name of the association and the name and addresses of the executive committee of the association and the name and address of the trustees and title and description of the trust).
What do I have to disclose in a large gift return?

Who is a candidate?
A person is a candidate if they have announced their candidacy for an election, if they have nominated as a candidate for an election, or if they are already a member of council standing for election again.
What is a 'new candidate?'
A person is defined as a ‘new candidate’, in relation to an election, if the person had not been a candidate in the last general election of a council and had not been a candidate at a supplementary election held after the last general election of a council.
Do I have to report the same campaign donation (i.e. gift) more than once?
No. Although the disclosure period (reporting period) for the second campaign donation return is the same as for the first campaign donation return, gifts already reported in the first campaign donation return do not need to be disclosed again.
What if I receive 2 or more gifts from the same donor?
There is a requirement to treat 2 or more gifts during the disclosure period as 1 gift, and once the total reaches $500 (for a campaign donation) or $2,501 (for a large gift), that ‘gift’ will be disclosed in the relevant campaign donation return or large gift return.
What if I do not receive any donations or any donations over $500? Do I still need to lodge both campaign donation returns?
Yes. You should lodge a NIL return for both.
What if I have already reported a gift received in a large gift return? Do I have to report it again in a campaign donation return?
No. You do not need to report a large gift in a later campaign donations return, if it has already been disclosed.
How do I know if something I give to a candidate needs to be disclosed?
If it is a private gift, it does not need to be disclosed. A gift is a private gift if it is made to a candidate in a private capacity for their personal use and the candidate has not used and will not use the gift solely or substantially for a purpose related to the election.
Do I have to disclose the use of volunteers as a gift?
No. Whilst the definition of a gift includes the provision of a service, volunteer labour is excluded.
Are there any other restrictions on the provision of a gift to a candidate?
Gifts to candidates are permissible, as long as they are appropriately disclosed (where required) by the candidate. Although the provision of a gift is not an illegal practice, candidates and others are subject to the requirements of s57 of the LGEA which provides that a person who offers or gives a bribe with a view to inducing a person to submit or withdraw candidature, influence votes or otherwise interfere with the election if guilty of an offence.
A bribe includes any pecuniary sum or material advantage including food, drink or entertainment where the value is equal to or more than $20.
It should be noted that it is unlawful to receive a gift of $500 or more unless the required details (name, address, etc) to identify the donor are obtained by the candidate. Records should be kept by the candidate.
What if I do not receive any donations over $2,500? Do I still need to lodge a NIL large gift return?
No. You do not need to lodge a large gift return unless you receive a gift (or gifts from the same donor) over $2,500.

Nominating as a candidate
Nominations open on Thursday 26 September 2024 and close at 12 noon Thursday 10 October 2024
Nominations are to be completed online through the candidate portal.
Candidates must submit a profile of not more than 1000 characters with their nomination and may also provide a photograph, predominantly head and shoulders, taken within the previous 12 months.

Councils are responsible for many of the services that make South Australia such a great place to live and work, including libraries, playgrounds, sporting facilities and rubbish and recycling.
Becoming a councillor or mayor means you will help shape a wide range of policies and decisions that will impact the short and long-term future of your local community.

Enrolment
The electoral roll for the supplementary election closes at 5 pm on Friday 30 August 2024.
If you are correctly enrolled for state elections in South Australia, you are automatically included on the council voters roll and will receive ballot papers through the post.
If you need to check or update your enrolment for future elections, you can choose one of the following options:
- Check my enrolment
- Enrol online (first time voters or to get back on the roll)
- Update my details online (for updates to your address, name or other contact details)
Council supplementary roll
If you are not enrolled on the state electoral roll you may be eligible to register on the council supplementary roll if you are:
- a resident or a non-Australian citizen who has lived at your residential address for one month or more
- an owner of an organisation or business
- an owner of a holiday home
- a sole owner, or group of owners, of a rateable property
- a sole occupier, or group of occupiers, of a rateable property
- a landlord of rateable property.
In accordance with section 15(5a) of the Local Government (Elections) Act 1999, council must purge the council's supplementary roll on 1 January of every election year. Therefore, all landlords, organisations, business owners or occupiers, and resident non-Australian citizens, must re-enrol from January 1 of every election year to be eligible to vote, with the exception of the City of Adelaide.

The Acts and Regulations should be read in conjunction with the Local Government Act 1999.
Candidate eligibility and ineligibility
You are eligible to be a candidate for election as a member of a council if you are:
- an Australian citizen
- at the time the electoral roll closes:
- enrolled in the council area you are contesting, or
- the nominee of a body corporate or a group that has its name on the voters roll for the council area
- left off the voters roll for the council area in error.
You are not eligible to be a candidate for election as a member of a council if you are:
- a member of an Australian Parliament; or
- an undischarged bankrupt or receiving the benefit of a law for the relief of insolvent debtors; or
- have been sentenced to imprisonment and are, or could on the happening of some contingency become, liable to serve the sentence or the remainder of the sentence; or
- are an employee of the council; or
- are disqualified from election by court order under the Local Government Act 1999.
You are not eligible to be a candidate for election as a member of a council if you:
- in the case of a supplementary election - are a member of another council; or
- in the case of any election - are a candidate for election as a member of another council

A person who is a candidate for election to an office of a council must lodge the following returns with the Electoral Commissioner:
CAMPAIGN DONATIONS RETURN
Candidates must lodge a campaign donations return with the Electoral Commissioner.
Candidates must lodge 2 returns:
For a supplementary election:
- the first campaign donation return must be lodged with the returning officer in the period between 8 to 14 days after the close of nominations
- the second campaign donation return must be lodged within 30 days after the conclusion of the election.
The return must disclose:
- the total amount or value of all gifts received during the disclosure period
- the number of people who made those gifts
- the amount or value of each gift
- the date on which each gift was made
- details of persons and organisations (donors) providing those gifts.
The campaign donations return need not set out any details in respect of:
- a private gift made to the candidate
- a gift with an amount or value less than $500
- a gift already disclosed in a large gift return
If a candidate is not required to provide any details in a return, the campaign donations return must still be lodged and include a statement to the effect that no gifts of a kind required to be disclosed were received.
LARGE GIFTS RETURN
All candidates must lodge a large gifts return if they receive a gift or gifts from a donor in excess of $2,500.
The Acts prescribe different times that the large gifts return must be lodged, but during the election year, a large gift return must be lodged within 5 days of receipt of the large gift.
The return must disclose:
- the amount or value of each gift received
- details of persons and organisations (donors) providing those gifts
- the date on which each gift was made.
Two or more gifts (excluding private gifts) made by the same person to a candidate during the disclosure period are to be treated as one gift.
A large gifts return need not set out any details in respect of a private gift made to the candidate. A gift to a candidate is a private gift if it is made in a private capacity to the candidate for their personal use and the candidate has not used, and will not use, the gift solely or substantially for a purpose related to the election.

Offences
See section 85 of the Local Government (Elections) Act 1999. It is an offence to fail to lodge a return within time, to lodge a return containing false or misleading information, or to supply information that is false or misleading to another person for a return. The maximum penalty is $10,000.
Public inspection of returns
The Electoral Commissioner is required to publish all returns within prescribed times on a website maintained by the returning officer.
Records
See section 89 of the Local Government (Elections) Act 1999. A person must take reasonable steps to retain all records relevant to a return and keep these for at least 4 years after the date of which the relevant return is required to be lodged. The maximum penalty is $5,000.

What returns do I have to lodge?
- 2 campaign donation returns – whenever a gift (or multiple gifts from the same donor) is received that totals $500 or more
- Large gift return - whenever a gift (or multiple gifts from the same donor) is received that totals $2,501 or more.

Is there a difference between 'gift' or 'donation?'
The Act refers to a ‘gift’, but it effectively means the same as a ‘donation’.
A gift is defined in the Local Government (Elections) Act 1999 (LGEA) as:
- a disposition of property
- made by a person to another person (otherwise than by will)
- without consideration in money or money’s worth or with inadequate consideration; and
- includes the provision of a service (other than volunteer labour) for no consideration or inadequate consideration.
By way of example, if a person gives money to a candidate (without getting anything in return), donates goods or services, or supplies a good or service to a candidate for less than the market or commercial rate, this may constitute a gift.
What is a 'disposition of property?'
A ‘disposition of property’ means a conveyance, transfer, assignment, settlement, delivery, payment or other alienation of property, and includes:
- the allotment of shares in a company; and
- the creation of a trust in property; and
- the grant or creation of a lease, mortgage, charge, servitude, licence, power or partnership or any interest in property; and
- the release, discharge, surrender, forfeiture or abandonment, at law or in equity, of a debt, contract or chose in action or any interest in property; and
- the exercise by a person of a general power of appointment of property in favour of another person; and
- a transaction entered into by a person with intent thereby to diminish, directly or indirectly, the value of the person's own property and to increase the value of the property of another person.
What do I have to disclose in a campaign donation return?
The form of return will be provided in the candidate portal with fillable fields to complete, including:
- the total amount or value of all gifts with an amount or value of $500 or more received by the candidate during the disclosure period
- the number of persons who made the gifts
- the amount or value of each gift

Who is a candidate?
A person is a candidate if they have announced their candidacy for an election, if they have nominated as a candidate for an election, or if they are already a member of council standing for election again.
What is a 'new candidate?'
A person is defined as a ‘new candidate’, in relation to an election, if the person had not been a candidate in the last general election of a council and had not been a candidate at a supplementary election held after the last general election of a council.
Do I have to report the same campaign donation (i.e. gift) more than once?
No. Although the disclosure period (reporting period) for the second campaign donation return is the same as for the first campaign donation return, gifts already reported in the first campaign donation return do not need to be disclosed again.
What if I receive 2 or more gifts from the same donor?
There is a requirement to treat 2 or more gifts during the disclosure period as 1 gift, and once the total reaches $500 (for a campaign donation) or $2,501 (for a large gift), that ‘gift’ will be disclosed in the relevant campaign donation return or large gift return.
What if I do not receive any donations or any donations over $500? Do I still need to lodge both campaign donation returns?
Yes. You should lodge a NIL return for both.
What if I have already reported a gift received in a large gift return? Do I have to report it again in a campaign donation return?
No. You do not need to report a large gift in a later campaign donations return, if it has already been disclosed.
How do I know if something I give to a candidate needs to be disclosed?
If it is a private gift, it does not need to be disclosed. A gift is a private gift if it is made to a candidate in a private capacity for their personal use and the candidate has not used and will not use the gift solely or substantially for a purpose related to the election.
Do I have to disclose the use of volunteers as a gift?
No. Whilst the definition of a gift includes the provision of a service, volunteer labour is excluded.
Are there any other restrictions on the provision of a gift to a candidate?
Gifts to candidates are permissible, as long as they are appropriately disclosed (where required) by the candidate. Although the provision of a gift is not an illegal practice, candidates and others are subject to the requirements of s57 of the LGEA which provides that a person who offers or gives a bribe with a view to inducing a person to submit or withdraw candidature, influence votes or otherwise interfere with the election if guilty of an offence.
A bribe includes any pecuniary sum or material advantage including food, drink or entertainment where the value is equal to or more than $20.
It should be noted that it is unlawful to receive a gift of $500 or more unless the required details (name, address, etc) to identify the donor are obtained by the candidate. Records should be kept by the candidate.
What if I do not receive any donations over $2,500? Do I still need to lodge a NIL large gift return?
No. You do not need to lodge a large gift return unless you receive a gift (or gifts from the same donor) over $2,500.

Nominating as a candidate
Nominations open on Thursday 26 September 2024 and close at 12 noon Thursday 10 October 2024
Nominations are to be completed online through the candidate portal.
Candidates must submit a profile of not more than 1000 characters with their nomination and may also provide a photograph, predominantly head and shoulders, taken within the previous 12 months.

Becoming a councillor or mayor means you will help shape a wide range of policies and decisions that will impact the short and long-term future of your local community.

Enrolment
The electoral roll for the supplementary election closes at 5 pm on Friday 30 August 2024.
If you are correctly enrolled for state elections in South Australia, you are automatically included on the council voters roll and will receive ballot papers through the post.
If you need to check or update your enrolment for future elections, you can choose one of the following options:

- Enrol online (first time voters or to get back on the roll)
- Update my details online (for updates to your address, name or other contact details)
Council supplementary roll
If you are not enrolled on the state electoral roll you may be eligible to register on the council supplementary roll if you are:
- a resident or a non-Australian citizen who has lived at your residential address for one month or more
- an owner of an organisation or business
- an owner of a holiday home
- a sole owner, or group of owners, of a rateable property
- a sole occupier, or group of occupiers, of a rateable property
- a landlord of rateable property.
In accordance with section 15(5a) of the Local Government (Elections) Act 1999, council must purge the council's supplementary roll on 1 January of every election year. Therefore, all landlords, organisations, business owners or occupiers, and resident non-Australian citizens, must re-enrol from January 1 of every election year to be eligible to vote, with the exception of the City of Adelaide.

Elections for South Australian government Superannuation Boards are held every three years and are composed of electing members to the Super SA, Funds SA and the Southern Select Super Corporation Boards. The 2024 elections will be comprised of:

Super SA Board
Elections for the South Australian Superannuation Board are held every three years. The Board has two Board positions that are elected by members. The role of the Board is to provide leadership, strategic guidance and management oversight of Super SA.
Funds SA Board
Elections for the Funds SA Board are held every three years. The Board has one Board position that is elected by members. Funds SA is the investment management partner for South Australian public sector superannuation funds and approved authorities.
Southern Select Super Corporation
Elections for the Southern Select Super Corporation are held every three years. The Southern Select Super Corporation Board has two Board positions that are elected by members.
The role of the Southern Select Corporation Board is to act as Trustee and administer the Trust Deed and Rules of the Super SA Select Fund.
At the close of nominations at 12 noon, Monday 22 July 2024 no nominations were received and accepted for the election of two Members to the Super SA Select Board.

- have had at least five years experience in:
- the investment and management of superannuation funds or other substantial sums of money; or

- financial management in the banking sector; or
- asset management; or
- auditing; or
- any other area that is relevant to the performance by the Authority of its functions,

Alison Kimber is passionate about superannuation and is keen to continue to contribute to the Super SA Board and to look out for members’ best interests through a time of volatility and change, using her approachable style and her financial, risk management, governance and service delivery skills. Alison has nearly 20 years’ experience as a public servant and 10 years’ experience in the private sector. She is a member of Super SA and has a genuine care for the interests of all members. A qualified actuary, Alison is highly skilled in finance and risk management. She has a background in international banking and capital markets which helped develop her commercial acumen, as well as considerable experience in government policy and the delivery of community services. Alison has been a non-executive board director since 2009 and actively contributes to the community as a volunteer and mentor. She currently serves on the boards of Super SA, the City Renewal Authority (ACT) and the Can:Do Group. Alison is a Fellow of the Australian Institute of Company Directors and is an elected member of its SA Council.

With a distinguished career spanning more than a decade in superannuation, I bring a wealth of experience that aligns with Super SA's mission and values. Alex ZIMMERMANN
No-one can underestimate the importance of money you invest in Super SA superannuation. As a long-term member of Super SA, I believe the right board members are key elements in the performance of the organisation. I offer you someone with an extensive track record of leadership and achievement as evidenced in my current role as the Chair of two significant SA entities: Police Credit Union SA/NT (which is one of the most awarded and best-known credit unions in SA) and Workskil Australia (the largest not for profit general employment service provider in Australia). As such, I have significant experience in the areas of governance, finance and business strategy which will benefit the Board of Super SA. Additionally, I was a senior manager in SA Police for many years before being appointed by successive governments as the Community Recovery Coordinator to help individuals and communities impacted by devastating natural disasters. Sarah TAYLOR
I am seeking your support for election to the Super SA board. I am driven by a commitment to stability, growth, and transparency and possess over 20 years’ experience in finance, strategic management and governance. I am a Chartered Practicing Accountant (CPA) and a graduate of the Australian Institute of Company Directors (AICD), I am currently completing a Master of Business Administration (MBA). As a previous employee of Super SA and a prior member of NFP Boards, I am confident in my ability to bring knowledge and expertise to the board and believe that my experience has equipped me with the necessary skills to provide critical direction in relation to governance, financial performance reporting and strategic planning. I have a passion for ethical governance and sustainable business practices and would aim to ensure that the board is kept abreast of the activities that Super SA is embarking on in this space, not only from an investment point of view, but also from a corporate governance perspective. Emma KOKAR
Emma Kokar is a highly experienced senior Departmental executive and regulator, who is passionate about cyber security and keeping your data and superannuation safe. As the Registrar of Motor Vehicles, Emma has highly relevant and up-to-date experience in dealing with the severe consequences of data breaches and identity theft and is very keen to use this to help protect her fellow Super SA members. Emma is also a strong believer in regular board renewal and that the Super SA board should include representation from members who are still contributing to their superannuation. Emma is an experienced director who has been on Government boards at the national level, including Austroads and Transport Certification Australia. Emma has graduated from the Australian Institute of Company Directors and holds a Bachelor of Commerce (Accounting). Emma believes she has the right mix of experience, financial acumen and tech savvy to help ensure Super SA members have nest eggs that are safe and growing well.
John DAMIN
John continues to pursue part time interests in independent board membership and business advisory consulting. Prior to retirement John was the Director Financial Strategy in the Department of Premier and Cabinet. As a former FCPA and a budget branch Director in the Department of Treasury and Finance, he met regularly with the Treasurer to provide financial and policy advice. He also has experience in customer service organisations. As well as executive leadership roles, John has had experience on several government boards and committees. John understands the superannuation needs of working and retired Super SA members and seeks to represent your interests on the Super SA Board. Service excellence for members and a safe and secure superannuation management and administration strategy are John’s main ambitions in seeking this opportunity to represent members.

This includes SuperSA (Director Strategy/Member Services), Statewide Super (COO) and the Department of Treasury & Finance (COO). She is an experienced Board Director with exceptional governance skills, risk expertise and commercial acumen. Her qualifications include AICD Graduate (Fellow), CPA (Fellow), MBA and Masters in Commercial Law. She uses exemplary commercial, legal and finance skills to understand and analyse financial information, assess business drivers, interpret regulation and provide insight into opportunities to deliver substantial organisational value. Nicolle's current Board roles include: Adelaide University Council, AICD State Council, LLL Australia (Finance) and President, Grange Golf Club. Nicolle was until recently, Chief Executive of the Public Trustee - 200 staff with responsibilities including corporate strategy, financial management and investment of $1.5 billion. Bernadette MULHOLLAND
With qualifications and experience in law, economics, accounting and industrial relations, I can bring the Super SA Board a wealth of experience and a firm commitment to members that the fund will be run for the benefit of all members. I have been employed for many years in a range of member-focused roles that have provided direct contact with Super SA, including at the Public Service Association, the Australian Education Union (SA Branch) and in my current role for more than a decade as Chief Industrial Officer of the South Australian Salaried Medical Officers Association. At the Association we have achieved a financially high-performing organisation that focuses on working hard in the best interests of members. As a member of the Super SA Board I would bring the same approach, listening, communicating and working hard for members to meet your expectations and achieve your goals and objectives. I have been an elected Board Member of Super SA since 2009 and of Funds SA since 2018. I am also a Board Member of Return to Work SA (since 2013) and currently Chair their Investment and Finance Committee. A past Chair of the Motor Accident Commission, I have strong interests in finance, investments and governance. Mark DAY
As a career finance executive/Director, I have seen the SSS returns underperform for many years. My objective in joining the Board of Funds SA is to ensure SA Government employees are rewarded with superannuation investment returns that are consistently (at least) second quartile as I achieved in my over 8+ year term as Chair of both the Investment Committee and the Board, of Electricity Industry Super. As Government employees we are compelled to place our super contributions into Super SA. As such, it is imperative that our Funds SA investment outcomes are competitive. According to Super Ratings industry median benchmarks, the SSS Balanced fund (60% - 90% growth assets) does not consistently achieve this minimum hurdle. I want to be your representative on the Funds SA Board. Once on the Board I will be able to determine why its investment performance is average (at best) and do all that I can to ensure that its performance lifts to a consistent “second quartile” level across all investment options. And so, I ask that you please consider my background, career in finance and directorship history (at LinkedIn) and vote me onto the Funds SA Board as your representative.

Following the close of nominations, elections will be held for Members of the following Boards:
- Super SA Board
- Funds SA Board
Voting packs will be sent to all eligible electors from Monday 12 August 2024. Eligible electors include the following:
- Super SA members are entitled to vote in the Super SA Board election as well as in the Funds SA election as members of Funds SA.
- Police Superannuation members are entitled to vote in Funds SA only.
- Super SA Select members who choose to be members of Super SA are entitled to vote in the Funds SA and Super SA elections.
Voting packs for Super SA and Super SA Select members will include the following:
- one ballot paper for the Super SA Board Election;
- one ballot paper for the Funds SA Board Election;
- a combined candidate profile sheet for these elections;
- a postal voting guide;
- a ballot paper declaration envelope bearing your name and address; and
- a reply-paid envelope to return your ballot paper declaration envelope in.
Voting packs for Funds SA only members will include the following:
- one ballot paper for the Funds SA Board Election;
- a candidate profile sheet for this election;
- a postal voting guide;
- a ballot paper declaration envelope bearing your name and address; and
- a reply-paid envelope to return your ballot paper declaration envelope in.
The voting method for these elections is optional preferential.
In both elections, for your vote to count you must place the number 1 in the square opposite the name of the candidate whom you most prefer.
You may then indicate further preferences for some or all of the other candidates by placing consecutive numbers in the square(s) opposite their name(s), commencing with the number 2.
Requesting a replacement ballot pack
If you haven't automatically received your ballot material by Monday 19 August 2024, and you believe you are entitled to vote, please contact ECSA on 1300 655 232. The deadline you can apply for replacement voting material is 5 pm on Monday 2 September 2024.
You can request a replacement ballot pack if you have been left off the roll in error, or the original material was:
- not received
- destroyed or lost
- spoiled
Returning your ballot paper
After voting, your completed ballot paper(s) must be placed in the ballot paper envelope, which is then sealed and signed by you to verify your identity and voting entitlement. The signed flap of the ballot paper envelope will be removed by electoral staff prior to opening the envelope to ensure the secrecy of your vote.
Place your completed ballot paper envelope into the reply-paid envelope and post it back to ECSA so that it reaches ECSA by no later than 12 noon Monday 9 September 2024.
District Council of Yankalilla – Light Ward Councillor – 16 October 2024
The resignation of ward councillor Glen Rowlands caused a casual vacancy in the District Council of Yankalilla, Light ward.
Section 6A of the Local Government (Elections) Act 1999 was applied to fill this vacancy.
The candidates who were not elected in the July 2024 supplementary election were asked to confirm their willingness and eligibility to be elected to this vacancy. As two candidates were determined willing and eligible to be elected to the vacancy, a recount of the votes cast at the supplementary election was conducted from 10am on Wednesday 16 October 2024 at 81-95 Waymouth Street, Adelaide.
First preference votes
First preference votes were distributed to the two eligible candidates, and ballot papers with no preference expressed for an eligible candidate were recorded as exhausted.
