  • The Deputy Electoral Commissioner

    The 2022 State Election was the final election for one of South Australia’s most experienced electoral administrators, Deputy Commissioner David Gully.

    Mr Gully commenced with the then-named State Electoral Office in 1995. On 16 July 1998 he was appointed by the Governor to the role of Deputy Electoral Commissioner.

    During his career, Mr Gully has been involved in:

  • 7 state elections
  • 7 parliamentary by-elections
  • 7 local government periodic elections
  • local government supplementary elections
  • APY Executive Board elections
  • commercial elections.

  • Mr Gully has also been involved in 6 Electoral Districts Boundaries Commissions including as a member of the commission and acting in the role of Electoral Commissioner for extended periods.

    Appendix A: Performance measured against the ECSA Service Charter

    The 2022 State Election Service Charter informed ECSA’s stakeholders about how we intended to deliver the election. The Charter contained a clear outline of how the election would be delivered, alongside our key service standards and a series of key performance indicators against which ECSA’s performance could be evaluated after the election and future improvements identified. These standards and indicators are closely tied to ECSA’s Strategic Plan 2021-24 and are underpinned by ECSA’s overarching purpose to provide high-quality electoral services for South Australians.

    Appendix B: 2022 State Election - Functional model

    The Electoral Commissioner established a project management office (PMO) to oversee the election programs and implement a functional project management model that grouped projects into streams or functions. Individual function managers were assigned responsibility for the coordination and facilitation of the work that project managers were assigned within a function.
